A youthful field secretary for its TVA comes to rural Tennessee to oversee the building of a dam on the Tennessee River. He encounters opposition from the local men and women, in particular a farmer who objects to his occupation (with cover ) of local black laborers. Much of the plot revolves around an elderly woman's shore from her home on an island in the River, and also the young man's relationship with this woman granddaughter.
