Ladd Devine intends to establish a big new resort in Milagro, a small hamlet in the American Southwest. While activists Ruby Archuleta and lawyer/newspaper editor Charlie Bloom are aware that this will eventually result in the displacement of local Hispanic farmers, they are unable to mobilize significant resistance due to the short-term chances given by construction jobs.
