When three crooks, commanded by a maniacal genius named McMasters, seize a Los Angeles police station and threaten to kill everyone inside unless a big ransom is paid, chaos ensues throughout the city. Roger Kinkaid, an FBI special agent, utilizes his enormous knowledge to attempt to outwit the crooks and save the hostages, but one concern remains: even if they receive their ransom, how can they escape?
