Ralph Cotter, a nasty felon, escapes from a farm prison in a terrible manner. Then, he seduces the sister of a deceased convict, returns swiftly to the criminal underworld, confronts corrupt local detectives who control the city's underworld, and meets the wacky daughter of a prominent businessman.
