Set in an international city in Asia against the backdrop of a fake second global war. Lieutenant Colonel Yuki (Yusuke Iseya) of Japan supports the establishment of the "D Kikan" spy training school. Meanwhile, Kato (Kazuya Kamenashi) faces the death penalty for refusing to obey a superior's command. Afterwards, "D Kikan" scouts Kato. He undergoes a rigorous training program and is assigned his first spy mission. Kato infiltrates a foreign metropolis in order to obtain American ambassador Graham's classified information, dubbed "Black Note." Kato, a mystery woman named Rin (Kyoko Fukada), the British Spy Agency, the Soviet Spy Agency, and the radical army in Japan engage in a war for ownership of the "Black Note."
