The story is set in 2027, 1 year after this fourth largest non-nuclear war's ending. New port-city continues to be reeling from the war's aftermath when it suffers a bombing due to a selfpropelled mine. Subsequently, a military member implicated in bribes is gunned down. During the analysis, Public Security Section's Daisuke Aramaki encounters Motoko Kusanagi, the cyborg,'' wizard-level hacker assigned to the 501st Secret Unit of the military. Batou, a man with all the"eye that does not sleep," suspects that Kusanagi may be the one supporting the bombing. The Niihama Prefectural Police detective Togusa is pursuing his own double instances of also a prostitute's murder and the shooting death. Motoko herself will be watched by the Secret Unit's thoughts Kurutsu and cyborg representatives.
