A group of skydiving crooks led by DEA-agent-turned-bad Ty Moncrief (Busey) concentrate on landing police roofs and breaking up so their evil personal computer nerd can steal under cover agents' files and sell them into drug lords. Federal Marshal Pete Nessip (Snipes) lost a brother for the crew and learns skydiving with the assistance of tough-but-lovable instructor Jessie Crossmann (Butler) therefore he can track them down.
