Place in Kansas City at 1933, Eastwood plays a police lieutenant known by his name. Reynolds plays a former cop turned private eye called Mike Murphy. Both Murphy and Speer served to the force together and so were once good friends, but are now bitter enemies. When Murphy's spouse is murdered they team up to fight the mob.
