Dragons, fanciful monsters invisible to the majority of people, have been responsible for 72 percent of all deaths in London in the past. Despite the fact that most people are unaware of it, certain humans have been fighting these dragons. The dragons can only be seen by residents of Reverse London, who dwell in the hidden "reverse" side of the city. Even so, only a chosen few become qualified enough as witches or wizards to communicate with them directly. The story's protagonists are the witches Noel Niihashi and Ninny Spangcole. They work for Wing Bind (WB), a dragon conservation and management group. For the inhabitants of London, their goal is to guard and govern the dragons.
