Low-level bureaucrat Sam Lowry escapes the monotony of his daily life as a protagonist rescue a damsel that is beautiful via a day dream of himself. Investigating a case that caused the wrongful arrest and ultimate death of an innocent man rather than wanted terrorist Harry Tuttle, he meets with the lady from his day dream, also in attempting to help her gets caught in a web of confused identities, mindless lies and bureaucracy.
