Zen Seizaki, a public prosecutor from the Tokyo District Public Prosecutors Office, is looking into allegations of improper clinical research involving a pharmaceutical corporation and a university. He discovers a file held by Shin Inaba, an anesthesiologist, that has blood mixed with hair, skin, and a piece of paper marked with the letter F. As he investigates, he discovers a covert conspiracy involving a massive election and a particular person in command of it.
